Carparks

Għadira Carpark

The Għadira carpark was inaugurated on the 24th March 2021. This €800,000 investment saw the complete transformation of 10,000 meters squared of derelict land into a state of the art public carpark which accomodates 360 vehicles. This project was funded by the Tourism Ministry’s Eco-contribution scheme and it was aimed at reducing traffic congestion in the area, especially during summer months. Project Plus remit was to manage this project from inception to completion and handover and managed to deliver this project successfully with the least intervention to 3rd parties. This carpark includes various facilities such as designated parking spaces for blue badge holders, a storm water drainage system which filtrates rain water before ending up in the sea and which is also used to irrigate more than 937 trees and shrubs which have been planted all over the carpark and also in the surroundings to make the area look nicer and greener. Moreover, Infrastructure Malta, asked for the assistance of Projects Plus Limited in managing the process for the relocation of the existing public toilets to make way for the newly formed road access towards the car park. Projects Plus Limited through its consultants and internal resources managed to implement this request to the full.

Marsaxlokk Carpark

The Marsaxlokk public carpark was inaugurated on 30th July 2018 and it offers 242 vehicle parking spaces and another 6 motorcycle parking bays The total investment on this project amounts to €1.54 Million. Apart from helping to address the huge parking problem in Marsaxlokk, this project was also very innovative and environmental friendly since it includes an underground water reservoir containing 760m³ of rain water which is being used for irrigation purposes. In addition, underground sleeves were prepared for the future possibility of electric driven vehicles. Adding to this 26,090m³ of excavated material was sieved, recycled and reused as build-up material for the same site. In total 7,160m² of paving blocks were laid.

Other works included:

  • 735mᵌ of CBM laid over the hardcore material
  • 7,160m² Geo Textile material and liquid membrane applied over the CBM as per the PA’s recommendation
  • 420mᵌ of rubble wall constructed within the perimeter of the carpark
  • Construction of the silt and oil/water chambers
  • Demolishing and rebuilding of the dilapidated staircase and incorporating a pump room within
  • Enhancement works carried out next to Marsaxlokk Football Club
  • Planting of 137 trees (52 imported and 85 indigenous)
  • The installment of 18 lighting poles and the relative fixtures

The Marsaxlokk carpark project was part of a more comprehensive regeneration project in this locality and although the Ministry for Tourism was heading the project, PPL were asked to Project Manage and Supervise the project during the Implementation phases In addition, Projects Plus Limited was asked to assist in the compilation, evaluation and management of tenders such as the Irrigation Works Tender. This process was concluded and certified in the first quarter of 2019. Adding to this, Projects Plus Ltd. was requested to offer procurement services to compile technical specifications, for the tender of stainless-steel markers for hawker stalls. This has been carried out, and the tender was published and awarded.

Birżebbuġa Carpark

Currently, Projects Plus Limited is working on a new public carpark at Birżebbuġa. This project was designed as a joint initiative between Projects Plus Limited and Malta Freeport Corporation. This 3 Million Euro multi-storey carpark will be spread over 3 levels and shall be providing 450 parking spaces and will also include a public garden.
Whilst an element of construction detailing forms part of the remit of the eventual contractor, a substantial element of technical input will be required from Projects Plus’ technical team members. Project and contract management will also be undertaken by Projects Plus Limited. The executable permit has been achieved, the tender has been awarded and the contract was signed.

The estimated completion date is Quarter 1 of 2023.

Sports Facilities

Corradino Football and Rugby Complex

On 3rd July 2020, the Planning Authority approved the application for the building of a new football and rugby complex in Kordin, limits of Paola. The investment related to this project amounts to €8.2 Million Euro. This sports complex will be the first one of its kind in the Maltese Islands as it will be built according to UEFA and IRB Standards.

This project will consist in the construction of a stadium and artificial turf ground for 648 spectators and will host Rugby and Football domestic and international matches. The complex shall be fully equipped to international standards and shall provide for changing rooms, offices, a conference room, a restaurant, other ancillary rooms for stadium support amenities, media conference and reporting rooms and parking provisions for visitors and users.

During the planning stage, Projects Plus Limited was responsible for the architectural design of the project and its technical personnel were required to supervise the input of the contractor’s professionals to ensure that the contract conditions are being met. Projects Plus is also responsible for the project and contract management related to this project.

In preparation for this project, in 2019, Projects Plus carried out various studies related to the site and these included a site contamination test and a geotechnical survey. In 2019, ERA gave its go ahead for this project and on 1st April 2021, the works on the first phase of the project commenced. The first phase of the project involved the excavation and exportation of contaminated waste tender, the archeological monitoring tender and also the geotechnical investigations tender, all of which will be executed by July 2021.

The tender of the second phase of the project will be awarded in the coming weeks. This phase will include the construction of the pitch, the installation of floodlights, the installation of fencing, a parking area and a water reservoir.

Affordable Housing

Garages or parking spaces in 16 different sites in 11 localities around Malta. The estimated cost for this project is €77M (excl. VAT). The funding of this project was secured by Malita Investments PLC from the Council of Europe Development Bank (CEB) and the European Investment Bank (EIB).

During the planning stage, Projects Plus Limited devised project management structures, formulated project estimates, issued and evaluated tenders for the required professional services and provided technical assistance with the aim of ensuring that technical information provided is to the desired level of professionalism.

During the implementation stage, Projects Plus is offering the review of technical documentations provided by Social Projects Management Ltd (SPML) for tender. It is also compiling the works tender documents and is also assisting Malita Investments PLC in the publication and participation in the evaluation of bids.

Upon the award of contracts, Projects Plus Limited has ensured that works were executed in line with contract conditions by carrying out periodical site visits and providing its input at the Project Executive Board. Adding to this, Projects Plus was also in charge to provide the measurements of works and to consult with Malita Investments PLC regarding issues arising during the lifetime of the project.

The tenders for construction works were the first tenders to be published and these were followed by the tenders for finishing works, the tenders for mechanical and electrical works and the lifts tenders. This project is estimated to be completed by the first quarter of 2023.

National Security Projects

Floriana Firestation Project

The Floriana Fire Station project has been entrusted to Projects Plus Limited by the Civil Protection Department headed by the Ministry for Home Affairs, National Security and Law Enforcement.

This project consists of the construction of a €3 million Fire Station in Floriana for which there is already a planning permit. Projects Plus’ has taken the role of Project Managers in this project and will coordinate internal Architectural, Engineering and IT services for the detailing aspect and compilation of specifications, BOQs, works/services to procure services.

This project is estimated to be completed by July 2024.

Ta’ Kandja & Xemxija CPD Stations

Projects Plus Limited was entrusted by the Civil Protection Department to execute 2 projects- one at Ta’ Kandja and the other at the Xemxija. The project entails the extension of the current Civil Protection Administrative Offices at Ta’ Kandja and Xemxija.

Msida Police Station & Floriana Depot

Currently the technical staff at Projects Plus Limited is working on the technical designs of these 2 projects which will involve a major refurbishment exercise at the Imsida Police Station and also the setting up of new offices at the Floriana Police Depot.
